Default Any Opinions On This 350z Project?

- Car Info/Backstory
I live in Louisiana, and 350s are very uncommon here. I've been wanting a project 350z, I'm a huge fan of the style and sound of their engine's. I came across a 2005 350z "35th Anniversary" with a manual transmission. The car has 129k and currently does not run. When it last ran it had a slight ticking/knocking he said it started doing this after a full service. he also mentioned it sounds like timing chain slap. The title is rebuilt due to a "minor" fender bender that ended up being more to repair than the worth of the car so it was totaled then rebuilt by the owner. It supposedly had carbon fiber fenders and front bumper but was sold off when it wouldn't start anymore. He claims he's not able to dig into the issue due to him being in the military and rarely home. Other than all of this the car looks relatively clean. He also says it still has the stock Brembos, BC coilovers with True rears, ISR camber and toe arms, and he has the stock bumper lying around.

- What I am asking
He's asking $1500 but also taking offers. Personally, I think $1500 is a little steep for a 350z with no fenders, rebuilt title, and a non-running engine. I want to check with actual people who deal with these cars often. What are you guy's opinions? I want to hear what you guys have to say, but keep in mind that this is strictly off of interest for a project/track car and will be for fun. I know it'll be expensive and take a lot of time to get it straight, but I'm down for the challenge.

$1500 aint bad ... offer him $500

You'll need $1500 - $3000 for a new'ish respectable engine and $500 in replacement body parts and $2000 for misc stuff you cant see now (such as a clutch, mounts, bushings, tires, brakes, coils, spark plugs, oil, coolant, etc)
