In my opinion the results are very similar, considering they are both highly effective pH neutral formulas. They both should be safe on virtually every wheel surface I have ever heard of including anodized, painted, polished wheels, etc. I think you could argue which one is better all day with no one right answer. The biggest difference I notice is the Chemical Guys Diablo Gel Rim and Wheel Cleaner is a much thicker gel formula. You can dilute this product down 3:1 (water to cleaner) and still get comparable results to the P21S Gel Wheel Cleaner. So I do think the CG Diablo is a better overall value, but you could argue the performance either way.

I have had really good results with the chemical guys wheel cleaner, even after layers of dirt after a week of rain and driving. I loved P21S, but the chemical guys does offer 95% of the results at a much greater value.
