Default Need help! Have white specks on car!

I bought my 06 Z almost 2 years ago and the guy I bought it from clay barred it a day before I bought it and it looked immaculate for the most part. After about a month or two I noticed white specs on my hood and bumper but figured that's what happens when you own a black car that is 5 years old (at the time). Well, I've decided I'm tired of the white specks and want to get rid of them. I've researched and it sounds like the Clay Bar kit will work for a while and I've heard the Black Box kit from Turtle Wax also works. I'm thinking about doing both. The clay bar first and then the black box. What is your experience with these white specks and the kits I talked about? I just don't have the money right now to do a full repaint on the car because honestly that's what's needed but I'm just trying to make it look better on a budget. Here's a photo of what we're dealing with.

The white specks I had was from when wax settled into rock chips. You can't really buff it out because it's recessed. You could try a brush or something to remove it. If you clay it to get it out you aren't really doing any good becuase you would just be removing the wax. Then when you re-wax, you will have the same problem. You could try the new turtle wax stuff, which isn't supposed to leave white marks.

I've also thought about just using regular Meguiars car wax and using a buffer to see if that comes out. Any other ideas?
