Personally, I've always associated with people that don't do things correctly. Example, cutting your springs, or getting cheapo ebay specials on stock shocks, poorly fitted, unpainted kit, painting your factory hood black because you can't afford CF.
I've seen others define it as putting on any mod which doesn't add performance. But then that would make a car with hot aero and gangster wheels rice, because it didn't make it any faster, and to me, that's a load of BS.

To reiterate, what I meant by garage mod was buying a garage in the first place. It happens to be attached to a house.

A Ricer IS someone who does things on the cheap, or has cheap gaudy taste despite having spent some money.
Some people don't even know where the term ricer came from, but it's a derogatory derivative of street racer, evolved to racer, and since it's usually asian cars, ricer.
