Do you know of a "good" place to take it in? What is the rule on model years for testing? Would a 2004 need testing this year or next?

you're getting a bit confused. car models 5 years or older have to START to get tested every 2 years. so, if you have a 2003 z, you start getting tested in 2008 and every 2 years after that. if you have a 2004 z, you start getting tested in 2009 and every 2 years after that .. and so on.
everything else is the normal every 2 yrs
