Default under drive pulley question

I recently purchased a used UD crank pulley. The person who removed it didnt know what they were doing and bent part of the pulley. When you lay the belt on top of the pulley, you can tell the belt is just going to get eaten up.

There are also semi-deep scratches on the inner part of the pulley (where it sits on crank).

My question is: are these pulleys balanced? It may be fixable if I can dremel out the metal that was bent in. But I'm not sure if this will throw off the balance or not
thanks

Personally, there's no way in hell I'd put that on my car. They're suppose to be balanced. Try and get your $$ back.
