My opinions on your list

1- STILLEN HEADERS STAINLESS STEEL - Crawfords would be better IMO if you are willing to spend the $, otherwise just get topspeed headers for a lot less.
2- STILLEN RACE PIPES - any race pipes will work the same so get cheaper ones, no sense to spend extra money.
3- STILLEN CAT-BACK DUAL EXHAUST - get the exhaust you think looks and sound the best, stillen is good though
4- INJEN RACE DIV COLD AIR INTAKE SYSTEM. - fine
5- STILLEN ENGINE MOUNT DAMPER .- fine
6- STILLEN GROUNDING KIT - not needed unless you like the pretty wires
7- UR Ultra SS Crank Pulley Set -not worth the headache, just get the crank pulley, that's were nearly all the gains come from anyways
8- UR Crank Pulley Belts . - good
9- JWT Billet Camshaft Set - install is a b!tch, but good choice
10- VQ35DE Camshaft Install Kit . - fine
11- CRAWFORD Performance Cast Upper Intake Plenum ( The New Cast Upper Intake Plenum) - good choice
12- JWT Light Weight Flywheel. - research your clutch flywheel a lot as some are not all that streetable - but I don't much about them so you're on your own
13- NISMO Clutch Plate.
14- NISMO Clutch Disk.
15- NISMO Ground Wires .
16- TEIN Type FLEX Damper . fine, though I found the $150 hotchkis springs adequate for me rather than $1500 for a full coilover setup like this
17- TEIN EDFC Unit .
18- Nitto 555 R
19- Crawford Strut Bar - fine
20- Evo350 throttle body - send you TB to proflow and save some cash for the same modification

- 21.) ECU reflash!
- 22.) Hotchkis Sway bars

I've just noticed that you have Nismo and Stillen ground wires, I don't think you need any of them.

1- STILLEN HEADERS STAINLESS STEEL . Consider Crawford, best Headers on the market, IMO.
2- STILLEN RACE PIPES. I have these, excellent gains and fairly cheap but make sure you have a quiet exhaust cause this bumps up loudness quite a bit.
3- STILLEN CAT-BACK DUAL EXHAUST. I would recommend quiet exhausts cause NA gets loud fast. Fujitsubo and Apexi are good choices.
4- INJEN RACE DIV COLD AIR INTAKE SYSTEM. Be careful on rainy days... I would recommend the JWT popcharger.
5- STILLEN ENGINE MOUNT DAMPER Good mod.
6- STILLEN GROUNDING KIT. Useless
7- UR Ultra SS Crank Pulley Set. One of the best mods I have made for my Z!
8- UR Crank Pulley Belts .
9- JWT Billet Camshaft Set. Decent Gains... I plan on going all out NA so higher lift cams are better for me.
10- VQ35DE Camshaft Install Kit .
11- CRAWFORD Performance Cast Upper Intake Plenum ( The New Cast Upper Intake Plenum). I want one of these asap.
12- JWT Light Weight Flywheel. No idea... I have heard good things about the Tilton.
13- NISMO Clutch Plate.
14- NISMO Clutch Disk.
15- NISMO Ground Wires . Useless
16- TEIN Type FLEX Damper . Kinda overboard unless you plan on having alot of track time or are into drifting.
17- TEIN EDFC Unit .
18- Nitto 555 R Not a fan of these... Try Falken, Yokohama or Toyo

I haven't heard good things about the filtration but the power is there. I mainly bought it cause it's HKS and I'm an HKS nut. It's a very high quality kit, comes with nice polished aluminum intake tube, HKS purple tube connectors, bright yellow HKS filter. My only issue was the fastener on the filter, it's crap. My filter popped off after my first test drive so I got a nice long metal nut and washer and bolted it in tight, works perfect. Sound wise, the whine is amazing... when I can hear it. My Tanabe Exhaust is ridiculously loud, I'm sure with a quieter exhaust you could hear it better.

You will only be able to use one of the grounding it kits, so maybe find a buddy that wants a set or maybe it could find it's way to the for sale forum.

Anyways, either the popcharger or injen are going to give about the same power, so get whichever one you like. I got my injen for a really good deal, and thought it looked nicer, plus had the option of CAI and short ram, so I went with the injen.

From what I know TS can do '04s they had one member that had issues with it, but it was never really determined if it was on his end or TS. The emanage is not a good option. You need something better if you really want to go stand alone. There is a long thread around with a guy running the emanage. Basically the ECU readjusts after a while, negating the tuning done by the emanage. You want to go stand alone, look at the HKS unit. Damn thing will run you like $1500-2000 and for N/A I think this is overkill. I would definitely go the TS or AAM reflash route. Give TS a call if you have doubts whether or not they can do your ecu. Problem is, even if you get the stand alone or the reflash, you are going to want to get air/fuel ratios to get done properly. If you don't have access to a dyno, you are going to want to get a wideband o2 sensor and some sort of dataloging tool to do this.

Best bet for NA would be to get some dyno runs with a wideband o2 and send this info off to TS for a reflash and be done with it. If you don't have a dyno, get a wideband o2 sensor like the AEM one and get some dataloging software to get the A/F ratio information. As stated before the emangage is not a good choice as the cars ECU will negate the tuning after a while.
