clutch problem? or simple lubrication?

Default clutch problem? or simple lubrication?

hi there
im having a strange problem with my clutch pedal
when i engage it and it goes down, once i shift, when i release the pedal, it sometimes only goes up 3/4 of the way
then i have to use my foot to pop it back up
only thing is, the place it stops is basically the top, its not part of the engaging section of it(sort of hard to explain)
does it just need lube to pop all the way up? cause technically if i left it there, i can press it and engage the clutch and if i let go, it fully disengages the clutch no problem, just sometimes it doesnt go all the way up
