Is this radiator coolant catch tank designed to mount on the top of the radiator shroud, lengthwise?

Would you run the factory filler neck tube into the right side inlet (which is in the center of the tanks diameter) and run a hose from the left outlet (that would be higher than the other inlet), into the factory overflow tank?

Did that make any sense?

Looks like it's suppose to be used like an inline type filter device, to help keep the coolant level in the radiator full at all times but I'm not 100% sure this is how it's suppose to be plumbed and set up.
