Can someone explain how this works and how to tell if it is working?
When you downshift in manual mode the computer will "blip" the throttle up a few rpms to give you a smooth shift. The easiest way to see it is to let off the gas and downshift, you can see the tach jump up. I believe its on all 05 Z's and later.
the tach's gonna jump regardless because its going to a lower gear, i didnt think the AT's could rev match when you downshift. I might be wrong, but all of the tiptronics ive ever driven didnt have "rev matching". I know some ferraris and other exotics have sequential trannies tho

It rev matches and yes the tach would go up regardless when you shift but it wouldn't be a smooth shift, hence why it rev matches. The Z is a sequential automatic. A sequential transmission is any transmission that must shift in order such as 1-2-3-4-5 or 5-4-3-2-1, ie it shifts in a sequential order.
