P0021 Code Again...

Whats up everyone.. Had a bad TPS Sensor and after changing out the throttle body I took the car out...
2 WOT pulls later I get the P0021 code. VVT didnt kick in resulting in loss of power.
P0021 code states: Bank 2 Cam Position Sensor, Intake Valve Solenoid clogged or not working, a couple other things that dont seem to be the cause.
Changed out the Cam Position Sensor tonite and reset the ecu. Started it up and it ran good. No CEL.
Did 2 WOT pulls turned the car off to put in fuel.. Code popped back up but unlike the first time where if I went WOT I got no power like the VVT didnt kick in. Now it kicks in still but its a little hesitant.
Could it be my Intake Valve Solenoid?
I have a 2003 Touring with 60k miles. I never had this issue until my TPS went bad and I kept driving the car for a week or two.

Ugh I wouldve loved for it to be that easy! Just checked it. Its full. Damn! Im sure it would have to be over a quart or so low for it to affect the cams right?
