Clogged PCV?

but if it was clogged why would vacuum go down?

While I appreciate your technical abilities the way to diagnose this is still the old school method. Disconnect it and shake it. You should hear a metallic rattle. If yes, it's good, if not clean with brake cleaner or replace.

i hear a rattle, and that should mean its good, ill replace because its a cheap part, but im still curious as to why vacuum jumps up when i create a leak

Good call. I watched with sound off. I'd imagine the engine is advancing the timing/rpms to prevent stalling. As rpms go up, vacuum goes up.
