You posted a link to an auction (which isn't over), thus it's not possible to say whether "it's a good deal" or not. Sure, $11.51 with $15 shipping would be a great deal, but the reserve hasn't been met and the auction ain't over.

I bought the same thing used (but in like new shape) for $70. There was a group buy for this ~6 months ago for $115 shipped, and I think similar (not AutoTecknic) CF cooling plates for around $85.

It might be a good deal in the end, but I always use their "buy it now" auctions to guage what they probably have the reserve either set to or near. I don't think it will end up being that great of a deal, but you can try.
