you mean the rear fog lamp? No. The switch isn't used in the european model either.
The phone control switches are all located at the steering wheel,
i have NO CLUE what this switch is good for.
Perhaps a "press this button and all cars disapppear from the left lane" thing?
I was told it was that new safety feature that they're putting in all new cars. It's a passenger horn. That way if the driver's not paying attention the passenger can alert someone outside of a dangerous situation.
And if your passenger doesn't believe this when you tell them, show them that it works (with you left hand secretly on the steering wheel)

On my Z the heater switches are on the outside left and right, the middle is the bass boost dial (basslink). Didn't you guys get that on yours? It is a good position for it, it allows you to elbow the passenger in the face, make the excuse that you were trying to boost the bass. I think in an early experimental model in Japan that switch was the "snow" button that engaged the AWD. I saw a picture that had that button a while ago on here.
It's probably more due to the fact that the size of the switches is a set (vdc control, heated seats, etc) width and three of them just happen to fit in that section. Nissan may never had intended to use the third one, but actually thought it was nice to have a pre-cut spot for people who add fogs, bass controls, eject buttons or other things.
Something might have been dropped (like front fogs) between prototype and production as well.
