Replacement bumpers have drill holes for front license plate?

My original bumper was damaged so I bought a new one from Nissan. I just had it painted at the body shop and was upset to see that they drilled holes in it for the front license plate. I asked them about it, and they said it came that way. Does anyone know if the replacement bumpers from nissan come with holes drilled for the front license plate? I don't remember there being holes, but I didn't specifically look so I'm not sure. If anyone knows please post so I know if the body shop did it or if the bumper came that way. If the body shop did it they're a good shop and I'm sure they will fix it for me. Thanks.
Don't know if things have changed, but the dealerships were the ones that drilled the holes. Some dealerships chose not to, while others went ahead and did so. The drill hole sizes also varied from what I've seen.
there are no holes from factory just "dimples" were the wholes are supposed to be. i just bought a new front bumper from nissan as well so i had my body shop smooth the dimples out.
