Headlights - 2 part question

So I blacked out my headlights almost a year ago, everything seemed fine, no leaks, no condensation, no fogging (Added extra silicone). However, here I am about a year later and my drivers sided just started leaking. And not a few drips, or a little fog, oh no.........a god damn lake is forming in my headlight
. First question:
Why would this of happened so long after the modification?
So I have ordered a new headlight to replace it and now I am looking for a slightly different look. Same basic idea, but now I was wondering if I could paint a little more of the housing than the last time. I am looking to paint eveything except the chrome housing directly around the bulb(approx 1.5 - 2 inches tall [image below - sorry for the bad pic]). Or will this effect the light output too much?
