When the intarweb began, someone started this company....
http://www.bumperplugs.com/
But mostly...if you buy your car new...you gotta tell the dealer you won't take the car if they drill the front fascia.

If it's that noticeable....a great excuse for an aftermarket kit! (kidding). You'll have to either paint the entire front or feather it in. What year? It'll be costly and not many folk would notice the bumper plugs which is way cost effective.

With the indents/deep holes it might behoove you to fix and paint the fascia. Then put on a mask. It'd be about four hundred bucks in CA. No clue in FL.

I spent $500 @ one of the better paint and body shops to fix and repaint the front bumper on my 05.

The stock bumper has indents already in it. That is the way it comes so the dealer knows where to drill the holes.
