Mine came with instructions...either way its simple. You definitely should bolt them and it can't hurt throwing some double sided tape in there. It should bolted into the bumper at the inside wheel corner and on the bottom of the bumper.

Actually, the Nismo USDM rears come with a template - aligns & shows where 2 holes are drilled in the bumper on each side...no 3m tape - they come with a gasket molding of sorts that is installed around the edges of the add-ons to give a flush mount look to them (similar to the gasket molding that runs between the a-pillars and the roof top & exactly the same stuff that comes with the USDM front lip). 2 plastic "posts" are attached to the inside of the add-ons, they go thru the holes and are "bolted" on using the enclosed acorn nuts.

If all else fails, or if you bought them used & no template or if they're replicas with no posts on the inside, 3m them on (cut off the posts if needed) and use the screw at the bottom of the fender to hold them on - if 3m tape is good enough for some rear spoilers, it's certainly good enough for the small rear unders. I no longer have the template or I'd mail it to you (installed mine over 3 years ago). Best of luck!
