Hello, I have pulled apart my headlight as it has a leak in the seal around it and got water inside it.

On the bottom of the silver surround on the front plastic part, it has a black base to it. (circled on an another one)

Now mine has bubbled and is stuffed. What is that black stuff?

Is it paint or a sticker? Any help will be appreciated. Then i can finish off my car and put it up for sale.
