Is this plastic cap part of the car?
If so, where does it go? I found it in the passenger side footwell near the door sill. I looked around, but see no place for it. The only marking is the number "1" on the inside.

Yea this cap is a cover for the bolts that are in your door frame.
Example, open the driver's side door and look at the door jam, where the door is connected to the body of the car. There are other similar caps that cover the bolts going into the main body of the car.

Nope.
The seat bolts have 7/8" caps. The door bolts have 1" caps.
This cap is 1 5/8", and it doesn't have anything on the inside (like a hex recess) to hold it in place like those do.
