I am not sure what this is called but the color flaked of and I want to replace it. Can someone help me identify this part and/or how to replace it? Thank you in advance for the help Passenger side

Just pull them off and take them to a vinyl shop. Having them wrapped will cost you next to nothing.

Is that some sort of sledgehammer on your passenger seat?

I would also worry about your seat covers more than the clear that's coming off that piece. You can get a can of rattle black/clear and some sandpaper for $15-$20 and fix it up pretty easily.
