yes that engine is worthless in the state it sits in the photos.
the cylinder walls are rusted, i see that the nose of the crank is rusted and the entire front of the block has aluminum corrosion on it. the cams are rusted, and the cylinder heads are sitting deck side down on a truck bed liner (they will need to be machined perfectly smooth again).
This is a bag of parts in who-knows-what condition. However if they are not lieing about the parts in there, and the engine has even been run... then its certainly still worth a lot more then the bids are up to.

i have pulled many engines back to life with surface rust on them. key word surface. an oily cloth will remove most of it and pour oil into the bore first so the rings get lubed before you even try to crank it over. then hit the bore with some scotchbrite (much softer than the bore material) and wipe again with oil. it will look brand new. the areas that are rusted are very dense steel, so a little rust on the surface will most likely have no noticeable effect on power. now if you were using that motor for anything other than a stock runner, then give it the treatment, and have machine work done. lol.
I wouldn't worry about the surface rust, that'll polish right out with a bit of fine sand paper. I had a cast aluminium piston seize and smear itself up and down the walls of my Yamaha 250 outboard once, and i attacked it with a Dremmel and some sanding wheels, and came out beautiful. Still running strong today!
