Rise and fall implies RA went up before it went down. (which I can't agree with)

It was just failure from day one.

The title should describe what RA is or does.

thread title really should not be changed as the OP is not a banned member and did not request a title change.

I agree, it would be fitting to change it, but it is just not something that should be done. Now I could find an old thread of mine and delete all but the first post (just edit it to contain something about the large amount of fail that RA brings to the table) then merge this thread into it and change the title then......

yes and it will have a custom title (winner of the poll) also, someone could come up with the introductory post that would help guide the new readers about RA.

It is an all around win - win situation.
