What mods make turbo's spin faster?
I have heard that possibly lightwieght crank pulley, and lightwieght clutch/flywheel help.
Is there any truth to this? Also, what other mods help spool time?

large downpipes after the turbo help spool-up greatly!! you can also have the impeller fins clipped to inrease spool-up but this reduces the life of the turbo. i did both on my zxtt with great results..........

lightweight crank pulleys and flywheels reduce parasitic drag on the engine's crank, and will result in a more responsive engine -- i.e. the engine revs up more quickly in response to throttle input.
These things may help turbo spool time somewhat, but will not make the turbo spin more quickly. The speed of the turbo's compressor wheel is related to the exhaust gas flow and the actuation of the wastegate.

Port and polish of head, manifold, exhaust housing, and downpipe. Extrude hone those hard to reach areas like the manifold and the interior of the DP. Ball bearing turbos should spool faster, but that depends more on matching turbo size to the engine.
