Default Patched / modified Cats?

As I was installing the Nismo exhaust I noticed this!



The previous owner had it done to both cats and really not sure of the point of this. AFAIK these are the original cats and since I've had the car it never threw a code.

The welds dont look too bad ( no holes) but yeah sketchy as fawk
