Default Hoses to Plenum

while changing to Kinetix plenum I notice there are hoses one behind and one on the left anyone care to explan their purposes?
Also why does the coolant hose run thru a block and comes out the other side why cant it be a single hose ?

The hoses that go through that block are supposed to run through a water jacket around the throttle body to keep it warm. Being plastic, that plenum needs some method to do the same thing. I guess that block tries to accomplish that.
