It does fit with aftermarket bumpers. It goes behind the metal beam. I'm not puling off my bumper again until this weekend, but I can try to find another picture with it installed.
EDIT:
This is with the Nismo V2 bumper on my actual car and the bottom of the tube you can make out through the mesh. It seems like it worked even better with the Nismo bumper over stock as my air intake temperatures did drop several degrees on the freeway.
this is another "stock" photo from a distributor showing the route of the tube. However, this is completely behind the metal cross beam and sits almost flush with the hole in the radiator support. If you're running a stock intake or something like Volant, the will be the source of all of your air.

Reason: added more information
Pictures of the item installed. I got the Nismo bumper back from paint so while I was changing them out tonight, I reinstalled it and took some pictures for everyone.
does tho make a difference performance wise? or I am assuming once its tuned its when it will actually make a diff?
I'm going to assume on a dyno, you may not see any numbers from it, but on the highway, it seems to make a difference. It does have more pull in 3rd & 4th (never done a pull through 5th or 6th) with it on there. The only way I know this is running the same car without any changes while this was the only change my car had done.
I'm sure Blitz did the research and found it to make power. They're not known for making complete BS parts really.
