nismo spoiler problem HELP PLEASE!!!

Default nismo spoiler problem HELP PLEASE!!!
I have the factory lip spoiler and want to put on the Nismo spoiler and after removing the lip spoiler found that there are two wholes with plastic in them that do not cove r up by the nismo spoiler is this supposed to be there and if so what is the fix

Or get the JDM Nismo spoiler, apparently the base covers the holes, so I have read.

The USDM NISMO Rear Wing does not cover the rear holes...

The JDM Replica's will cover the holes though...
