are you sure it's not located behind the fuse board near the dead pedal on the driver side ?

Yeah. Your a/c FUSE is behind the kickboard on drivers side, but your a/c RELAY is in the answer I provided.

Your hvac blower FUSE, not RELAY, is behind this panel.

I was looking for it and I could not find the relay anywhere in there so I was assuming it is behind that fuse board?

Hah.. No prob. BUT, you're looking for your HVAC Blower Motor fuse, right? And that is behind that kick panel.

The relay is located on the back side of that fuse panel. There should be a diagram specifying the fuse/relay location on the opposite side of the cover.

wait wait wait so you are saying the relay would be behind the interior fuse box near the dead pedal?
How can I get behind that fuse box??
I spent over an hour looking for all the screws that hold that box but I am completely clueless 😣

I didn't even think there was a blower motor relay behind that panel, but that's what the G35 forum says. Apparently there's two blue relays back there and one of them is for the blower motor. I don't know about this though. I'll have to check my own car to verify, and if so, then I also learned something today..

The RELAY is behind that fuse box near the dead pedal not under the hood.. I just replaced it and the blower fan engages every time.

I had the same issue. Check the three-wire clips(right front of fuse box 2 white and 1 colored) that connects ecu. In my case, last clip was broken. This one connects the refrigerant pressure sensor. I hope this helps someone
