Default Headlight Adjusting Problem

I just switched my Xenon bulbs to 6000k. The headlights are too low and I wanted to adjust it like I always did, with a long philips screw driver and turning the gear . However, it does not do anything anymore on both sides. I can turn that sucker forever, and nothing happens. Does anybody have any clue what is going on ?

Should work. Maybe you're not getting good contact from the screwdriver?

That's what I thought, but I looked down there with a flashlight and I could see it turning.
