Have you changed the steering wheel? I know from first-hand experience if you are using an aftermarket steering wheel like a Nardi, Personal, etc. if the copper wire on the horn button isn't making proper contact it will not work.

I never really studied an OEM steering wheel but I am pretty sure its a similar situation of a lack of contact between the horn button and something else. Have you looked it up in the service manual?

Don't bother I'm out of town visiting the rents and I don't have the service manual on my laptop. Download the service manual off of one of the many websites and go through the troubleshooting procedure for the horn not working or go through the wire diagrams and see which (if any) of the wires are missing.
