Throttle Body Whine

Went to replace my clutch slave cylinder and noticed that when my key is in the on position but the car is not started my throttle body produces a loud whine. Has anyone else experienced this? Anyone know the cause?

It's normal, they all do it. Servo motor is "seeking" constantly.
