Default Rust hiding underneath the side skirt

Removed the passenger side side skirt and discovered rust setting in right in front of the rear tire. There is a shield/cover designed to keep dirt from depositing but I found a layer of dirt and grime 1/2" thick sitting right on painted metal. You can see the rust has taken hold and the tab to secure the side skirt has lost half it's strength (compared to the driver side which has signs of rusting as well)

I do live in MN but frequently wash the car and garage it in the winter.
Anyone else have this happening to their car?

Heed my advice guys, take a look under those side skirts before this happens to you and don't let the dirt and grime build up.
