Default Leaking Under sterring column(interior)

Whats up guys, i have a problem, my car is leaking water(only when it rains), from above my brake pedal, i watched it for a couple days and it seems it is coming from a screw that is half way out of a clamp wrapped around my steering column, please if anyone knows what the problem is or if someone has experienced please let me know.

Props for searching the forum for an answer. I've never heard of this issue, but I would check the plastic trim under the hood first for any fitment issue. Failing that, you could duplicate the issue to pin point the leak... just spray your z with a hose until you find where water's coming in. My guess is on worn out weather stripping.
