Default O2/heater not ready for smog

So I can't do smog yet because the O2 sensor is not ready or bad. Has anyone dealt with this where it was the O2 sensor needing replacement rather than having to do a drive cycle? It's hard to find a place where I live to do a drive cycle safely. The mechanic/smog place suggests I replace the pre cat sensors. Just curious if someone has had this same issue and which route they took. Thanks.

OK so I failed to mention I had a recent Uprev dyno tune/ flash. Upon further investigation it may appear that the uprev flash has disabled the 2ndary O2 sensor monitors and they will never come online or be ready. I'm going to call church auto about this (emailed but havent received a reply) and see if its true and if I need to reflash to enable all monitoring systems. Interesting stuff and kind of makes sense because my smog guy says he tested the o2 sensors and did a mode 6 diagnostic (whatever that is) and results were fine. So he's not sure why the o2/heater monitor is not "ready".

Anyone else go through this?

edit: I do have headers/HFC.
