no...actually I don't think so...he took the picture at the right time of day that's all...if he wet the ground it would have been even better reflection off the car.

Photoshop played a big part in that picture and the reflection you see. All you need is a clean car, the right amount of light, a good angle, and you can adjust the saturation in Photoshop to obtain that look.
