Does anybody knows a smart ass with an old burgundy Camry or Corola?

My sister in law got hit yesterday late night on Backlick Road Springfield, VA while she was driving home after work and the smart guy just run away.
It looks like he was changing lanes to the right and hit my sister's in law left headlight with its right rear bumper.
She tried to catch up with him but he was already going 80+ and she decided to stop.
The car seems to be an old red to burgundy Toyota with VA tags (although it could also be a Ford but not likely).
I know it is a long shot, but any help would be appreciated.

Yes, I know she will have to go and pay up for this...
She also said that after talking to the police, down the road she saw to hispanic males cleaning the back rear bumper of a similar car at a gas station.
She did not call the police because she thinks that she saw the letters 9G (and maybe T) on the VA tag when pursuing, and they did not have those on the car at the gas station.
I know she should have called anyways... but what is done is done.
If anybody knows or sees a burgundy car with a damaged right-rear bumper or panels parked somewhere, let me know or take some phone pics if possible.
