If its an all weekend event I would do:
TomToms in Adams Morgan on Thrusday -- Haven't been there in a while but they have some crazy drink specials that night 4 beers AND 4 shots for 10 bux -- again I havent been there in a while so double check that. And they have that rooftop patio and bar upstairs.
Do a night in Clarendon boucing around to Clarendon Grill, The ballroom, Mister Days, Witlows, etc, etc. Plus there is easy metro access to everything so no one has to drive, but if they do there is free underground garage parking not far away.
If you want something a bit less chaotic and more chill, I would go out for a real nice dinner with everyone or maybe a Dave & Busters night. Then again you are turning 21, so scratch that.

For Saturday, open up a table at Park in DC. It's one of the nicer clubs in DC. I can hook you up with good deals there since I know the manager there on Saturday.

reason being shadow room, joesiphines, kstreet, lima, stir blah blah blah( like all of them) are going to be rediculously expensive,stuffy and usually a more upscale older crowd(at atleast pretending to be). also theirs gonna be a cover for you guys unless you get a bottle(360 after tip and tax) and if the place is dead that night you gotta get you whole crew thru the line at the next place at $20 a head and theres not really that close to one another.
you might want to hit up the area in the 1200 block of connecticut ave where midtown and fly is. my two fav d.c. spots are shadow room and josephines
I had a friend whos a promotoer hook some deals up but i spent close to a thousand that night
also what race r u and what type of girls do u like(dont start the race card thing). indablue(changes to stir is full of hot indian women) Cafe citron, is packed full of latin beauties. shadow room is mostly white women, lotus asians, Lima- Spanish. this is just from my observation but if your single you may want to considerate that befroe picking a venue

my bday night, bunch of us went to baileys pub in at 9pm puking by 10:30pm and passed out by 11:30 pm. $300 was my bill.. (paid by my dad as a bday present.) doesnt even count the other 1000 drinks that was bought for me.

on the right of the main entrance before "big hunt" is the classier area/VIP that on the top floor with roof top smoking lounge etc. its gets crazy packed in the main area(3 floors) and alot of salsa dancing goes on but its fun esp if you go with some girls.
hell if you want to see skany latinos for cheap you could always hit up fuegos in bladensburg the byob stripclub, but its like you in nicaragua when you walk in thiere, its a whole diffrent country.....not recommended for faint of heart

these are some places that i would recommend for the fact i know the promoters and they have a good showing , shadow rooms gonna be hard on the weekend(pm your number and ill talk to my friend if u need me to) and i would check out fly accross from midtown
