its nissans racing #
in japanese 2= ni 3= san so they use 23 on all of their race cars because its ni san

I don't know if #1500 will be more "special," but with slow sales of the NISMO, I don't expect anymore after that.

The only thing that I see being similar to #1 is that #1500 should fetch a bit over MSRP as the availability of NISMOs dwindle down.
