when buying wheels, is it necessary to get the "hubrings"? what are they for?

hubrings? I'm guessing you are referring to hubcentric rings. They fit over the center bore of your hub in order to center the wheel.

I don't think they are necessary. I've never used them, and neither has anyone I know. Your lug nuts will center the wheel as you tighten them.
