Have you tried photoshop express? It's in the Android Market. I just downloaded it yesterday. It's a fairly simple program. You can't really do much editing, but for a phone program, it does the job. Here's a before and after that I did yesterday.

I've been using Picsay Pro for several months, and it has some neat features. There is the standard range of exposure, brightness/contrast, tint/hue/saturation, sharpen/blur/smooth options, but there are also low-tech tilt-shift, HDR, lomo, gritty, etc filters and the ability to mask your effects.
Pretty neat, couple of bucks, haven't been disappointed enough to bother trying Photoshop Express.
