we got one guy talkin about what actions to take because his friend hit a pedestrian, which is a pretty serious matter.
then we got another guy talkin about how fast someone else's facial hair grows

No she's not trying to get out of it. She just doesn't know what to do ATM since this never happened to her before.
Looks like the best way for her to do good faith and file the police report before the guy does.
That way when the guy sues her(100% certain I am) the court will overlook that and maybe give her a bit of break on the punishment. I don't want her to get any criminal charges you know..
As long as her insurance covers bodily injuries she should be ok..

Did she stop after she hit him? If she did then criminal charges will not be involved. However if she ran, it could be questionable. Is she young? She can just say she panicked and chances are the court will give her a break. Tell her to file a police report and with her insurance company. This will show she takes responsibility after the fact that she "panicked" and she shouldn't worry about criminal charges. Hope this helps, now when are you going to WCN? lol

i dont know if im going to be able to sign up for HIN. because that would mean i have to hurry to get all my stuff done, and on top of that, i have to pay for classes, books, etc. also, because im quitting my job i wont have a solid income (even if i work part-time it's just enough to get by). i dont think i can afford it all right now...
