Default friend and suspended license

so my friend got into an accident a few months ago and he just found out on friday his license was suspended since beginning of april. he reported it to his insurance and everything and he just looked omsething up online that said

You must make this report:

Whether or not you caused the accident and
Even if the accident occurred on private property.
Your driving privilege will be suspended:

If you don't make this report.
For four years, if you did not have proper insurance coverage. During the last three years of the suspension, your license can be returned if you provide a California Insurance Proof Certificate (SR 22) and maintain it during this period.

so what does this mean? does his license get suspended for 4 years?

I got hit bout 5 days ago and the insurence person told me that if the damage done is over $750 that you have to report it to the DMV, or they will suspend your license. I guess its a cali law or something. never heard of that. Im originally from seattle.

no just one year that happen to me,i didnt report it either
