The only difference between the two is that the stud bolts are already tapped into the spacer.
The reason some don't come pre-tapped is so that you can run extended studs from the base of the wheel rather than in the stud which is safer option.
Ideally for safety you want to run the nismo extended studs and then use a spacer without the studs tapped or they can be removed. This way is a bit more expensive and makes it a pain if you ever plan on removing the spacer.
I have the project kics with studs built in, I was too lazy to have a shop tap nismo extended studs.

Lol Charley you're getting spacers? Your **** is aggressive enough already! Last night was a blast, I'm glad I came! It was great seeing all you guys. Let's do it again next week!
