When I was in the UC system, it seemed like most kids got along. There was full on integration and "interracial dating" etc... so this came as a bit of a shocker.

I am Chinese and I don't have issue with this young lady. Foreign (ie: not accustomed to American politeness) folks of all nationalities have this "problem" too. When I go to Dim Sum, same thing happens. After going outside to pickup calls, etc, for several years, I just do as they do at Dim Sum. If they can be rude, so can I.
