Question Anyone know what this device is? Wellon VP-290 ECU eePROM Programmer

Picked 4 of these up at a tech school auction and I'm wondering if it's anything that can be used for our cars.

Don't believe that that's suitable for re-flashing anything on a car. Does not appear to support J5234 standard (all 2004 and post-2004 cars with a few exceptions) which gives logical access to the EEPROM and there's no mention of CAN bus support.

These are micro controllers programmers like the microchip and the atmel chips. You use this programmer to flash the code to the chip. I used to play with the PIC16F84 mooons ago ...

So this COULD technically flash a stock ECU chip from an older vehicle where they were removable. Like the old HyperTech chips they sold for towing performance and fuel economy?
