Default Powder-coat over a powder-coat?

Some guy got his rims powder-coated gold and I was wondering if anyone has ever powder-coated over a previously powder-coated rim?

I called one powsder-coat company and they said they can't powder-coat over a powder-coat because it would be too thick. They would have to sandblastg it.

Any thoughts?

They usually sandblast things no matter what. To clean up the surface for the new powdercoating.

yes, they will sand or sandblast the current coating off first, regardless.
