my friend with a FD twin turbo said that getting bigger rims and wheels will actually make me slower. Is this true??

Slower? Probably not. Less quick? Maybe. If the rims and tires are heavier than what you have now, it will take more power to turn them, and your acceleration will be slightly slower. Will it be enough to notice? Maybe, maybe not, but any difference will not be huge.
