Default I Want To Lower My Z

I want to lower my 06 Enthusiast and want everyone's advice on which set-up is best. I've narrowed my selection to 2 choices.

First is NISMO S-Tune Suspension. Lowers 20 mm front and rear. A shock and spring replacement.

Second choice is Hotchkis TVS Stage 1 kit. Lowers 15 mm front, 19 mm rear. Only a coil and sway bar replacement.

Now, it seems like both choices achieve the same results but with different set up. Both lower the vehicle (though by different amounts), both improve handling and response, etc. I'm a bit confused though . If both set-ups are achieving the same result, then why are they completely different set-ups? Why does the Hotchkis kit not replace the shocks as well. Are the sway bars supposed to a cheaper option to replacing the entire shock and coil setup. Why does the Nismo package not include new sway bars? Do I have to buy new sway bars if I go with the Nismo suspension?

I'm leaning more towards the Nismo because it lowers the vehicle a bit more which I think would make the car look more aggressive. Though the price of the Hotchkis set-up it much cheaper than the Nismo.
