you can try an acid wash on the wheel. basically its a soap, water and distilled vinegar solution. 4/5 soap and water to 1/5 solution.
**look this up online first before trying**
i am not responsible if this damages your wheels further.

That sucks, Synth. Right before the big ChicagoZ meet, too... I'm pretty sure I saw something about this on the autopia website. You should check out there if you havent already...

looks like whatever they sprayed on ur wheel had some acidity to it. you also have to take into consideration that people are vindictive and jealous of you and ur ride.....it could've been malicious. i get that a lot down here....good luck man.
Mothers alumnum and metal polish will work. Separate the inside of the wheel from the drum. Then get an orbital polisher with a thick buffing pad. Put some mothers directly on the pad and polish.
You might have to do all four wheels as the one you just fixed will be shinier than the others. Mothers removes the protective coating and polishes the metal.
Good luck!

Good news ppl, I went there this morning and they took responsibility for the damage. They used a de-greaser to clean the wheel, but didn't wash it off... hence, it was caked on. They put the decreaser back on, everything came off and the wheel came out looking brand spankin new with a few coats of polish.

This is the exact reason why I started washing/waxing my own car for the past 7 years, after a clearcoat was destroyed on one of my rims from one of those hand car washes.
